We price the work against the allowance rather than against a wish list, so the gap is visible before anything is signed.
Scope is priced against the improvement allowance in the lease, so the shortfall is a number at the start rather than a surprise at the end.
Abbotsford, Chilliwack and both North Vancouver municipalities run tenant improvements as a distinct permit type. The package is built to that route from the start.
