Surrey, BC
Surrey publishes what its own permit review actually takes, and it is the only municipality we work in that does. A medical clinic tenant improvement has its own category here with a three-week target, held separately from the general commercial queue. We have two clinics in progress in the city.
Experience
Jas Oberoi has run Oberizon from its White Rock office since 2021. Work near Surrey runs through the same four stages.
We walk the space and price the risk before you commit to anything.
Drawings and permits go in while equipment and long-lead items are ordered.
One site lead holds the trades and calls you with progress every week.
Inspections cleared and the deficiency list closed before you take the keys.
Permits
Surrey splits tenant improvements into three streams rather than one. A Minor Tenant Improvement targets 3 business days, a Medical Clinic Tenant Improvement targets 3 weeks and a New Tenant Improvement targets 10 weeks. Which stream a job lands in is decided by a city building official on the scope of work, not by the applicant.
The practical effect is that scope decides schedule more than square footage does. A clinic fit-out kept inside the medical stream clears in about three weeks; the same work packaged as a general tenant improvement sits against a ten-week target instead.
What the city commits to
Surrey is the only municipality in our service area that publishes what its own review actually takes. It commits to 3 business days for a Minor Tenant Improvement, 3 weeks for a Medical Clinic Tenant Improvement and 10 weeks for a New Tenant Improvement. Against those targets it reported running averages of 1 day, 2.7 weeks and 3.4 weeks as of 17 August 2026. The clock starts once a complete and accurate application is in, not on the day it is handed over.

Reviews
Very impressed with Oberizon Construction and the way they handled our dental clinic build. The team managed everything from planning to execution, and the final result was exactly what we envisioned.
We hired Oberizon to build out our dental clinic and they did an amazing job. The place looks so clean and modern, exactly the look we were going for.
Working with Oberizon on our dental clinic was a great experience from start to finish. Jas Oberoi and his team were professional, responsive, and genuinely invested in getting the details right.
The market here
Surrey's commercial activity spreads across several distinct centres rather than one downtown — City Centre around Whalley and King George, Guildford, Fleetwood and Newton each carry their own professional and retail tenancy. Much of the healthcare space is in newer mixed-use and strata buildings, which usually means better base-building services than the older Fraser Valley stock but tighter strata rules about noise, hours and shared systems. The city has been adding population faster than almost anywhere in the province, and clinic demand has followed it into the suburban centres rather than staying downtown.
2026 commercial range
$120–$220 per sq ft
The same band applies in every city we work in. What changes is why a job sits high or low inside it.
Why Surrey sits where it does
Surrey prices at the lower-middle of the band. Newer base buildings mean fewer structural surprises than the older municipalities, and the drive from White Rock is short enough that it adds nothing to a job.
