The District of North Vancouver requires an architect for most tenant improvements under the Architects Act, exempting only work that is purely mechanical, electrical or structural. It also points applicants at Bylaw 8271 sections 12.28 to 12.34 before they design anything, because a change of use or a significant alteration can require the entire building to be sprinklered rather than just the suite.

The practical effect is that a childcare, food or personal service use needs Vancouver Coastal Health sign-off in hand before the building permit application is made. Sequencing it afterwards stalls the application rather than the construction, and a sprinkler trigger found at plan check is a mechanical scope nobody budgeted.
