Vancouver's Tenant Improvement Program removes the development permit and expedites the field review for office tenants in eligible buildings. Any commercial office building permitted after 31 January 2007 is on that list automatically. It is an office programme, so a clinic fit-out does not qualify and runs the standard route.
The practical effect is that eligibility is worth checking before the lease. An office tenant in a post-2007 building skips a development permit entirely, and a tenant one building over does not.

Access is the recurring cost: limited loading, restricted work hours in mixed residential buildings, and material handling that has to be scheduled rather than assumed.
