Chilliwack treats a tenant improvement as its own permit category and triggers one on a change of occupancy type even where nothing is being built. The city also asks for a letter of authorization from the building owner alongside the drawings. Where the new use changes the parking demand, a parking reconciliation is required before the application is complete.

The practical effect is that a tenant who has only the lease is not ready to apply. The owner's authorization and the parking position have to be settled first, and a change of occupancy type is a permit even when the drawings show no work at all.

What the city commits to

Chilliwack is the second municipality in our service area that publishes a commercial review window at all. Its own wording is that a permit for a new commercial, industrial, institutional or multi-family project “can range from a minimum of 6 - 8 weeks to process, to upwards of more than 12 weeks from the date an application has been submitted”, and that the figure moves with market conditions.
