White Rock permits independently of Surrey despite being surrounded by it — a Surrey approval carries no weight here. The Building Division reviews against the City's Zoning Bylaw and Official Community Plan as well as the provincial construction regulations, so a use that is permitted in a neighbouring municipality still has to clear White Rock's own zoning.
White Rock's commercial space is concentrated in the uptown blocks around Johnston Road and Five Corners, with the Marine Drive strip running retail and hospitality. It is a compact market with an older population, which is why dental, denture, physiotherapy and optometry practices take up so much of the professional tenancy. Units are small and often sit above or behind retail, so servicing and access are the first questions, not the last. The city is geographically enclaved within Surrey but permits separately, under its own Building Division.
