Richmond will not accept an incomplete commercial application — its own guidance states that applications require all documentation and drawings listed on the form, and that incomplete applications will not be accepted. The commercial set has to include a site plan showing the whole building and the tenant location, a dimensioned floor plan with exits and fire separations, and a plumbing layout sized to the current BC Plumbing Code. Where exterior alterations are involved and the property sits in a development permit area, a Development Permit may be required before the building permit.

Clinical space is reviewed twice — once by the municipality and once by the health authority — and the two ask for different things. Drawings that satisfy a building department can still come back from a clinical reviewer.
