That single fact governs the work here: restricted hours, strata approval before the city sees anything, and mechanical routing that has to respect the floors above. Local planning
Burnaby reviews a tenant improvement either on the fast track or through a full plan review, and a plan checker decides which. Anything needing Fraser Health approval is excluded from the fast track by the city's own guide. That covers salons, esthetics and skin-care work, so a med spa here goes to full review and needs Fraser Health sign-off before the permit application is made.
Burnaby's commercial space clusters around four town centres rather than a single core, and the newer supply at Metrotown, Brentwood and Lougheed is largely podium retail and professional space beneath residential towers. That building type dictates most of the work: shared services, strata rules, and mechanical routing that has to respect the residential floors above. Older stock around Edmonds and Hastings runs smaller and closer to the Vancouver pattern. The clinic demand here is steady rather than spiking, tied to the residential density arriving with each tower completion.
