The honest test: if the aim is more room for your own family, build the rec room and enjoy the ceiling height you have. If the aim is rental income, the suite requirements are not a finish upgrade you can add later — they are the project, and they have to be designed in from the first drawing.
The Three Things That Decide Whether a Suite Is Possible
Take all three before you commission a design. Together they cost an afternoon and they determine the budget more than any other decision.
1. Clear height under the lowest obstruction. Not to the joists. To the underside of the lowest duct, beam, sanitary pipe or sprinkler line, measured up from the finished floor you intend to build — which is higher than the slab once a subfloor, underlay and finish are added. Municipal guides across BC set out the Code's minimum room heights for a secondary suite, and in a Lower Mainland house built before the 1990s that figure is frequently the binding constraint. If the basement clears between the joists and fails under the main trunk duct, the mechanical has to be re-routed, and that is the difference between the third row of the cost table and the fourth.
2. Whether a window can be cut and a well excavated. For each proposed bedroom. This depends on the foundation wall, the grade outside, the perimeter drainage, the property line setback and whether a driveway, patio or protected tree happens to sit exactly where the well has to go. A bedroom that cannot get egress is not a bedroom.
3. Where the sanitary main sits, and how deep. A basement bathroom or kitchen has to drain somewhere. If the existing sanitary connection is above the proposed fixture level, you are into a sewage ejector pump — which works, and which changes the plumbing design, the electrical and the maintenance story.
The Egress Requirement That Contradicts Itself
This is the most useful thing in this guide, and almost nobody writing about basement suites mentions it.
Two parts of the BC Building Code apply to the same basement window at the same time:
- Sentence 9.9.10.1.(1) requires each bedroom in an unsprinklered suite to have at least one outside window or exterior door openable from the inside without the use of keys, tools or special knowledge. That is the egress requirement.
- Sentence 9.8.8.1.(4) requires openable windows in residential buildings to be protected either by a guard, or by a mechanism capable of controlling the free swinging or sliding of the openable part so that the clear opening is not more than 100 mm. That is the fall-protection requirement.
A 100 mm restrictor satisfies the second and defeats the first. BC's Building Code Appeal Board addressed exactly this in decision BCAB 1940 and found that an egress window must be openable using the normal window operating procedure — so a device that limits the opening to 100 mm cannot be used on an egress window, even though the same device satisfies fall protection elsewhere in the house.
The two requirements collide when the sill sits at or near finished floor level, which in a basement with an excavated well is a common arrangement. The practical consequences:
- A window supplier who fits standard opening restrictors to a basement bedroom window has created a compliance problem, not solved one.
- The resolution is usually a guard rather than a restrictor — which means the guard has to be designed into the well or the opening rather than added afterwards.
- This is a detail to settle at drawing stage with the designer and the building official, not at inspection with the window already installed.
For the exact opening dimensions, ask your building department. Figures circulate widely online and they are not consistently sourced, and this is a question where a licensed contractor should point you at the authority rather than at a number.
What a Pre-1990 Basement Adds
A basement is where a Lower Mainland house keeps its oldest materials — sheet flooring, pipe wrap, textured ceilings, drywall joint compound — and a basement renovation is the project that disturbs all of them first.
Since 1 January 2024, WorkSafeBC requires asbestos abatement employers to be licensed and anyone performing asbestos abatement work to be trained and certified. The definition of abatement work is deliberately broad: identifying material that is or may be asbestos-containing, collecting samples, assessing risk, removing or repairing it, and planning or supervising any of that. Surveyor certification is its own stream, and certificates are valid for three years.
For a basement in a house built before 1990, that means a survey before demolition, carried out by someone certified to do it, with abatement by a licensed employer if material is found. It sits ahead of framing in the schedule and it is not a line a contractor can absorb quietly.
Two other things older basements commonly need, and neither belongs inside a framing quote:
- Perimeter drainage and moisture control. Finishing over a basement that takes water is the one renovation guaranteed to be done twice. Deal with the water first.
- Electrical service capacity. A suite with its own kitchen, laundry and heating may exceed what the existing service can carry. That check happens before design, not after.
Basement Suite or Garden Suite?
Both routes give you a legal second unit under the same provincial legislation, and they are very different propositions.

If the basement measures adequately, it is almost always the better first project: less money, fewer approvals, no yard given up. Can I rent out a basement suite in BC?
