Home Additions & Second-Storey Additions in BC: Process and Timeline

A second-storey addition in the Lower Mainland takes 12 to 20 months from first call to moving back in, of which only 6 to 10 months is construction. That ratio is the single most useful fact about this project, and it is the one most homeowners discover late: the structural assessment, the design and the permit take longer than the building does. A single-storey rear addition is faster but follows the same shape. This guide walks the five phases in order, says what each one is actually waiting on, and is honest about the week the roof comes off — which is the moment the schedule stops being yours and starts belonging to the weather. Two things to read out of that table. The long pole is phase 2, and it is largely outside your contractor's control. And the highest-risk phase is 3, because it is the only one where the house is open.

Phase 1: Structural Assessment and Feasibility

This is the cheapest phase and the one most often skipped, which is exactly backwards. It answers whether the project is possible before you pay anybody to draw it.

What the engineer is looking for. Whether the existing foundation and footings can carry a second floor, or what has to be added; whether the existing wall framing can; where load has to come down and whether there is a path for it; and what the seismic design provisions require. Those provisions, part of BC Building Code 2024, came into effect on 10 March 2025 and are a real part of the assessment for a house gaining a storey.

What else belongs in this phase. A current site survey, because zoning compliance is measured off it. A servicing check — a second storey with two more bathrooms may exceed what the existing water service and electrical panel can carry. And a look at the existing roof structure, because whether it is a truss roof or a stick-framed roof changes how it comes off.

What you get out of it. Either a route, or a number for the reinforcement work, or the news that the foundation cannot take it. All three are worth knowing before a designer starts.

Phase 2: Design, Zoning and the Permit Application

The long one. Three parallel tracks.

Design. Architectural drawings coordinated with the engineer's structural drawings. The coordination is the part that takes time — a beam that works structurally and lands in the middle of a new ensuite is a redraw.

Zoning. Setbacks, maximum height, floor space ratio and site coverage. An addition is the project most likely to run into a height limit or an FSR ceiling, and the survey from phase 1 is what proves compliance. Where a protected tree sits inside the work area, a tree permit is usually a separate application with its own clock.

The permit application. Here is where honesty is worth more than optimism. Of the fourteen municipalities we work across, Surrey is the only one that publishes processing timelines at all, and its published targets cover commercial tenant improvement streams rather than residential additions. The others publish requirements, not review windows. So the four-to-eight-month figure in the table is what these projects actually take in our experience, not a municipal commitment — and the largest single variable inside it is whether the application went in complete. Surrey is explicit that its own clock starts on a complete and accurate application rather than at submission, and that principle holds everywhere even where the target does not exist.

What you can control. Submit complete. An application missing a survey, a form or an engineer's seal does not join the queue and then get fixed; it waits, gets returned, and rejoins the back of the queue.

Phase 3: Shoring, Foundation and Getting Weathertight

The phase that decides whether this project goes well.

Protection and set-up first. Hoarding, dust separation, floor protection, and a plan for where the crew parks and where material is stored. On a tight Lower Mainland lot this is not trivial and it belongs in the schedule.

Hazardous materials before demolition. Since 1 January 2024, WorkSafeBC requires asbestos abatement employers to be licensed and abatement workers to be certified, with surveys carried out by certified surveyors before material is disturbed. Opening walls and ceilings in a pre-1990 house is precisely the trigger. This sits ahead of structural work, not alongside it.

Foundation work and shoring. Any footing reinforcement the engineer specified. Temporary shoring where load has to be carried while a wall is opened or a beam is swapped.

Then the roof comes off. This is the week that matters. Once the existing roof is removed, the house is open, and in the Lower Mainland that means it is open to rain. A competent contractor plans this as a sequence with a temporary roof or a staged removal, watches the forecast, and does not begin it on a Friday. What you should ask before it starts: what the weather protection is, how long the house is expected to be open, and what happens if it rains on day two.

New structure up, new roof on. The milestone worth celebrating is not "framing complete", it is weathertight — roof on, windows in, building wrapped. Everything after it is indoor work on a predictable schedule. Everything before it is not.

Phase 4: Framing, Services and Finishing

Once the building is closed in, an addition becomes an ordinary renovation and the schedule becomes reliable.

The sequence is fixed and there is no useful way to compress it: interior framing, then rough-in for mechanical, electrical and plumbing, then the rough-in inspections, then insulation and the vapour barrier, then that inspection, then drywall, then finishes.

Two things are specific to additions and worth planning:

The seam between old and new. Where the addition meets the existing house is where the work gets fussy — floors that do not align, ceiling heights that differ by an inch and a half, a plaster wall meeting new drywall. Budget for reworking the adjoining rooms rather than stopping at a line, or you will have a visible join in a house you just spent a great deal of money on.

Mechanical capacity, not just mechanical layout. A house that gains a storey usually needs the heating system reassessed rather than merely extended. Running new ducts off a furnace that was sized for the old house gives you a second floor that is cold in February.

Finish lead times are what set the completion date here, exactly as in a kitchen: cabinetry, tile and stone all have to be ordered well ahead of the week they are needed.

Phase 5: Inspections, Deficiencies and Handover

Final inspections and occupancy. Building, plumbing, electrical and gas as applicable. Book them rather than assume them.

The deficiency walk. Do it in daylight, with the contractor, room by room, and write the list down. A deficiency list agreed in writing gets finished; a deficiency list discussed in a doorway does not.

Holdback and final payment. If your contract is with a contractor rather than a licensed residential builder — which is normal for an addition, since the Homeowner Protection Act's licensing and warranty requirements apply to new homes rather than renovations — the Builders Lien Act still applies. It requires a 10% holdback, held for 55 days from the earlier of a certificate of completion or the completion, abandonment or termination of the head contract. Forty-five of those days are the lien filing window; the last ten cover title processing. Do not release it early because the job looks finished.

What an Addition Costs, and Why the Range Is Wide

These are stated as project totals rather than per square foot, and that is deliberate — a per-square-foot figure is actively misleading on an addition, because a large share of the money is spent on the house you already own and does not appear in the new floor area at all:

Divide the total by the new area and you get a number that looks alarming and explains nothing. Ask instead what proportion of the bid is existing-house work — a builder who has thought about your project can answer that, and one who has not cannot.

Living In It, or Moving Out

The honest answer depends on which project you are doing.

Single-storey rear or side addition. Frequently liveable throughout, because the new structure goes up outside the existing walls. The disruptive period is compressed into the days when the connecting wall is opened. Sequence it so the kitchen and one bathroom stay in service, and it is manageable.

Second-storey addition. For most families, no — not through phase 3. The roof coming off is not a situation to live through, and the structural work either side of it is directly overhead. Plan on being out for the whole of phase 3 and often into phase 4, which is commonly 4 to 7 months.

What to budget for that. Rent for the period, moving twice, and storage. It routinely adds a meaningful amount to the true project cost and it is almost never in the construction quote. Ask early so it is a decision rather than a surprise.

One alternative worth pricing. If the driver is a self-contained space rather than more room in the main house, price a garden suite against the addition. A detached suite does not require you to move out at all, and if the goal was accommodation for a family member or a rental, it may be the cheaper answer as well as the less disruptive one. Conclusion

An addition is a permit project with a construction project attached. Twelve to twenty months end to end, six to ten of them building, and the difference between those two numbers is mostly a municipal queue you can only influence by submitting a complete application. Spend money on the structural assessment before you spend it on a design, because that is where you find out what the foundation will carry. Ask any bidder what proportion of their number is work on the existing house — it is usually around a third, and the answer tells you whether they have looked properly. And decide the roof-off question honestly, because four to seven months of rent is a real cost that belongs in the comparison rather than in a surprise.

Can I live in the house during a second-storey addition?
