Pharmacy Construction & Compliance in BC: What to Know Before You Build
A pharmacy is the only retail fit-out we build where a professional regulator approves the floor plan before construction starts and inspects it again afterwards. Owners who have built other kinds of commercial space are usually ready for the municipality. They are rarely ready for the fact that the College of Pharmacists of British Columbia wants the layout thirty days ahead of the first day of work.

Two Approval Tracks, Not One
Every commercial build answers to a municipality. A pharmacy answers to a municipality and to a professional regulator, and the two do not talk to each other.
The municipal track is the one most contractors know: zoning confirmation, building permit, trade permits for plumbing, electrical and mechanical, Technical Safety BC where gas or certain electrical work is involved, then inspections through to occupancy. The professional track is the College of Pharmacists of BC. Pharmacies and pharmacy professionals in the province operate under the Pharmacy Operations and Drug Scheduling Act and its bylaws, alongside the Health Professions and Occupations Act and its bylaws. The College licenses the pharmacy, approves its layout, and sets the physical requirements the space has to satisfy.
The two tracks have separate clocks, separate submissions and separate consequences for getting them wrong. Running them in sequence instead of in parallel is the most common way a pharmacy programme stretches by a couple of months for no good reason.
The Layout Is Approved Before You Build It
This is the part that surprises people, so it is worth stating precisely.
The College's requirement is that a direct owner must give the registrar 30 days' written notice of any changes respecting the name or layout of the pharmacy. In practice the sequence runs:
- Before construction. An authorised representative submits PODSA Form 8G — Application for Change in Layout, together with a proposed pharmacy diagram showing the renovated layout, no later than 30 days before the renovation starts. The College states processing takes up to 7 days.
- During construction. The pharmacy is renovated in accordance with the diagram the College approved. Not the drawing the designer preferred, and not the version the contractor adjusted on site.
- After construction. A Change of Layout Inspection Report with supporting digital evidence is submitted within 14 days of completion. The College states that report takes up to 14 days to process.
The College defines a layout change broadly — anything that impacts the pharmacy diagram, including relocating physical requirements, changing measurements, adding or removing requirements, or modifying fixtures. That is a wider definition than most owners assume. Moving a shelving run is not obviously a regulatory event until you read it.
The practical effect for a build is that the layout has to be genuinely settled thirty days before anyone swings a hammer, and that any on-site change to the approved arrangement has to go back rather than be absorbed quietly. Both of those are schedule facts, and they belong in the programme from week one.
The Physical Requirements Are a Drawing Problem
The College describes physical requirements as items that must be included within the pharmacy, or minimum square footage requirements — giving shelving, a time delay safe, minimum dispensary area and minimum counter space as its own examples. The specifications themselves sit in Appendix B of the Pharmacy Licensure Guide, and the College is unusually direct about whose job it is to read them: it is the responsibility of the pharmacy owner to understand the physical requirements before building the pharmacy.
That sentence is doing real work. A minimum dispensary area is not something you discover you are short of during the pre-opening inspection. It is a dimension that either was or was not on the drawing you submitted, and by the time the millwork is installed it is an expensive thing to be wrong about.
For a contractor, the practical translation is that the dispensary is dimensioned first and the retail floor is laid out around whatever is left — not the other way round. Retail planning instincts push toward maximising merchandisable frontage, and on a pharmacy that instinct is how a dispensary ends up under its minimum.
Security Is Designed In, Not Added
The College's own examples of physical barriers are locked gates, grillwork, locked cabinets, locked doors and locked shelving units, alongside the time delay safe named in the physical requirements. The College has also signalled new community pharmacy security requirements, which is a reason to confirm the current standard at the point of design rather than working from a previous build.
None of that is difficult to build. All of it is difficult to add.
Grillwork and a security gate need blocking in the wall and a header that was framed for them. A time delay safe needs a location, a floor that can carry it and power. Locked shelving needs to be the shelving that was ordered. Every one of those is trivial at framing and disruptive at fit-out, which is why a pharmacy's security scope is settled with the layout rather than during the finishing trades.
The same applies to dispensary sightlines. A dispensary that cannot see its own entrance, or a consultation room that compromises supervision, is a layout problem that finishes cannot solve.
Compounding Changes the Mechanical Scope
If the pharmacy will compound — non-sterile, sterile, or hazardous — the mechanical scope changes shape entirely.
Compounding rooms are pressure-controlled environments. They need a designed pressure relationship to the spaces around them, dedicated supply and exhaust, and finishes that can be cleaned to the standard the activity requires. That is a mechanical engineering problem with a room built around it, not a room with a fan added.
The decision that matters is when it is made. A compounding room designed in from the start is a defined scope with a known cost. A compounding room added after the mechanical drawings are sealed means redesigning the air system for the whole tenancy, and it is the single most expensive change we see on pharmacy projects.
If compounding is even a possibility within five years, it is worth designing the mechanical to accommodate it now and fitting out the room later.
Where This Goes Wrong
In rough order of how often we see it:
- The layout notice is filed late. Construction is ready to start and the thirty days have not run. The trades are booked, the space is empty, and nothing can proceed.
- The built layout drifts from the approved diagram. A shelving run moved 300mm on site because it fitted better. It is a reportable change, and it surfaces at the inspection report rather than at the time.
- The dispensary was sized last. Retail frontage was maximised and the dispensary took what remained, which turned out to be under the minimum.
- Security was treated as a fixture package. Ordered late, with no blocking in the walls for the grillwork and no power at the safe.
- Compounding was a maybe. Left out of the mechanical design, then added, then repriced.
- The two tracks were run in sequence. The building permit was pursued first and the College submission started afterwards, adding weeks that could have run concurrently.
A Sequence That Works
- Confirm the physical requirements first, from Appendix B of the Pharmacy Licensure Guide, before any layout is drawn.
- Dimension the dispensary, then plan the retail floor around it.
- Fix the security scope with the layout, so blocking, power and structure are in the drawings rather than in a change order.
- Decide on compounding now, even if the answer is "later" — then design the mechanical to allow it.
- File the College submission and the municipal application in parallel, not one after the other.
- Build to the approved diagram, and route any proposed change back before it is built.
- Submit the inspection report within 14 days of completion, with the evidence already gathered rather than reconstructed.
